EUREF is the Regional Reference Frame Sub-Commission for Europe of IAG(International Association of Geodesy). The Sub-Commission EUREF was founded in 1987 at the General Assembly of IUGG (International Union of Geodesy and Geophysics) in Vancouver.
EUREF deals with the definition, realization and maintenance of the European Reference Frame - the geodetic infrastructure for multinational projects requiring precise geo-referencing (e.g. three-dimensional and time dependent positioning, geodynamics, precise navigation, geo-information) - in close cooperation with IAG and EuroGeographics.
Tasks of EUREF:
- The definition, realization and maintenance of the European Geodetic Reference Systems;
- The promotion and assistance of the adoption and use of European Terrestrial Reference System (ETRS89) and European Vertical Reference System (EVRS) in the partner countries;
- The development and maintenance of the EUREF GNSS Permanent Network (EPN);
- The development of strategies and technologies for the realization of geodetic reference systems.
The EUREF Permanent GNSS Network consists of:
- a network of continuously operating GNSS (Global Navigation Satellite Systems, such as GPS, GLONASS, Galileo, Beidou, ...) reference stations;
- data centres providing access to the station data;
- analysis centres that routinely analyse the GNSS data;
- product centres or coordinators that generate the EPN products;
- and a Central Bureau that is responsible for the daily monitoring and management of the EPN.
The network is operated under the umbrella of the IAG (International Association of Geodesy) Regional Reference Frame sub-commission for Europe.
The primary purpose of the EPN is to provide access to the European Terrestrial Reference System 89 » (ETRS89) which is the standard precise GNSS coordinate system throughout Europe. Supported by EuroGeographics » and endorsed by the INSPIRE » Directive 2007/2/EC, the ETRS89 forms the backbone for geolocation data on the European territory, both on a national as on an international level.
The EPN provides access to the ETRS89 by making publicly available for the GNSS tracking data as well as precise positions, velocities and tropospheric parameters of all EPN stations. Based on these products, the EPN contributes also to monitoring of tectonic deformations in Europe, and supports long-term climate monitoring, numerical weather prediction and the monitoring of sea-level variations.

NKG (The Nordic Geodetic Commission, founded in 1953) is an association of geodesists from Denmark, Finland, Iceland, Norway and Sweden. The Baltic countries (Estonia, Latvia and Lithuania) participate as observers. The purpose of NKG is to give its members possibilities of fruitful gatherings and mutual exchange of professional views and experiences. NKG has implemented several important projects, e.g. the Nordic geoid model, a new empirical land uplift model, a joint GNSS analysis centre, the joint gravity database and a common transformation method.
NKG working groups are:
- WG of Positioning and Navigation – real time positioning, GNSS-RTK networks, standards, guidelines, etc.
- WG of Geodynamics – gravimetric measurements, crustal deformation, post glacial rebound, etc.
- WG of Geoid and Height Systems – NKG geoid, levelling networks and height systems, etc.
- WG of Reference Frames – reference frames, GNSS time series, transformation of national realisations of ETRS89, densified velocity field, etc.
The aim of EUPOS project is to establish a common GPS permanent station network for RTK measurements focusing on Central and Eastern Europe countries. Estonia is the member of EUPOS Steering Committee.
