Sale and lease of state-owned land via auction

The Land Board sells land that is not needed by the state. Land of natural value, valuable agricultural land and land that the state may need to perform its functions or for public purposes is not put up for sale. We lease out larger areas of land suitable for agricultural use and arable land that may be necessary for public purposes or for the performance of state tasks in the future. We generally enter into lease agreements for a fixed term of five years.

The sale and lease of state-owned land takes place at an electronic auction, which takes place in the auction environment of the Land Board for state-owned land.

The land is rented or sold at the highest price offered at the auction. In the case of rental and sale of profit yielding land, the existing land user has a preferential right. Also, in the case of sale of wooded profit yielding land, the owner of the adjacent immovable has preferential right if their immovable is also profit yielding land and contains forest. The land user and the owner of the adjacent immovable shall be notified of the possibility to exercise preferential right before the auction.

Auction notices will appear in the publication Ametlikud Teadaanded at www.ametlikudteadaanded.ee at least two weeks before the auction. Notices can be found by selecting the main type of notice ‘State Asset Notices’ and the sub-category ‘State Asset Auction Notice’. The sales announcement is also published in at least one national newspaper. The most accurate information on auction participation, objects for sale and lease, and conditions for purchasing or leasing state-owned land is published on the website of the Land Board.

In order to participate in an auction, you must first review the notice published on the website of the Land Board, which provides the most accurate information about the objects and the terms and conditions of the auction. The auction notice also contains information on the deadlines for procedural actions.

Select the date of the held auction and search for the object you are interested in from the list of objects.

The decisions approving the results of the auction are also available in the document register of the Land BoardThe documents can be found in the register by selecting „Korraldus“ as the document type and writing „tulemuste kinnitamine“ in the title box.

Information on concluded sales agreements is published in the publication Ametlikud Teadaanded at http://www.ametlikudteadaanded.ee/Notifications can be found by selecting "Riigivara teated" as the main type of notification and the sub-category "Riigivara võõrandamise teade".

Data on contracts for the sale and lease of state property can be obtained from the State Real Property RegisterYou can find state-owned land that has been sold in the Register by selecting ‘Register’ from the menu, then ‘Varad", entering the address or cadastral code of the land unit in the search box, and ticking the ‘Arhiivist" box. To find leased state-owned land, leave the ‘Arhiivist" checkbox blank. In the land unit view that opens, you can find the details of the sale or lease agreement by clicking on the search button (magnifying glass), then on the ‘"Lepingud"  button, clicking again on the magnifying glass and then on the number in the ‘"Viide“  box.
